In government eyes, having foreign talent is desirable. To a
certain extent, I actually agree with them.
If you were the government, and you are faced with severely
declining birth rate, you critically need to think of maintaining
the workforce. One solution (medium sighted, not short at least) is
to attract foreign talent.
However, this can only mitigate the problem over the medium/long
term. In consideration of the longer term, this might worsen the
problem.
